Not sure if I understand exactly what you are asking, but I think you are asking about HIV transmission risks for heterosexuals. For unprotected vaginal intercourse there is some risk for the woman and less for the man. There is some risk, but it is much less than what most people assume. If HIV were easily transmitted among heterosexuals the disease would be far far more widespread than it is. An HIV specialist I once saw said they don't even test heterosexual men at his clinic unless they are showing symptoms because unprotected vaginal intercourse is such a low risk for men. HIV is transmitted predominantly through anal sex and intravenous drug use. It's not at all easy to catch through any other sexual activities.
Performing oral sex on a woman is absolutely no risk. In fact, there is virtually no STI that you could catch performing oral sex on a woman. It is believed that genital herpes can possibly be transmitted from woman to man through oral sex, but it would be very rare. Going down on a woman is probably the safest sex you could have. Good news for me because I'm very orally inclined.
My personal choice is to use condoms when having intercourse with WLs, though I have gone without a few times when it was offered (moments of weakness).
