Depend IPL if you really want to semi-permanent cause will kill the hair follicle or maybe just a few week then waxing. Value wise IPL will be better if you already decided kind of permanent hairless. Cause will last longer than waxing in the long run. But ipl need go monthly for at least 6 months to see effect. Most of the time u wont see effects after 1 time of ipl. Hair will grow back in 1-2 week. More commitment for ipl if u want see effect. But waxing can see right away.

Go try waxing 1st... If you can tolerate the pain and skin no reaction, red marks, etc.. Switch to ipl later..
