Jail for man who used spy camera to video women

SINGAPORE — He would tail female colleagues to the washroom and video them using a mini-USB spy camera placed at the gap under the cubicle doors.

Raymond Loh’s acts went undetected for more than a year until one of his victim’s caught the former research assistant with the Agency for Science, Technology and Research (A*Star) red-handed after luring him into the toilet.

On Monday (April 17), Loh, 31, was sentenced to six months and two weeks’ jail, after pleading guilty to eight out of 468 charges of insulting the modesty of various women and criminal trespass into the female toilet at the Connexis building in one-north. The remaining 460 charges were taken into consideration in sentencing him.

The court heard that Loh had, on hundreds of occasions, taken upskirt videos and photos of women at various locations — including the toilets at his workplace in Connexis, escalators in MRT stations, and supermarkets — using a spy camera which he had bought online for such activities.

He would name these files after the victims’ names if he knew them, or with descriptive language, such as “big thigh” or “chio girl”, then save them in his work desktop for his viewing pleasure.

A total of 460 upskirt kirt videos and 20 upskirt photos were found in the computer during investigations.

Loh’s offences went undetected from sometime in 2015 until February 15 last year, when one of his victims lodged a police report. The victim said she had seen Loh entering the female toilet after her on several occasions and lurking around the cubicle while she was still inside it. The last of these occasions was on Jan 25 last year, when she caught him in the act, the court was told.

Man jailed 4 months for taking nude videos of flatmate


He had taken several videos of her in the shower, and uploaded them onto a company laptop for 'private viewing'.

SINGAPORE: A Filipino accountant was jailed four months on Wednesday (Apr 26) for insulting the modesty of his female flatmate by taking several videos of her in the shower.

Villalobos Ruel Salazar, 39, pleaded guilty to three of eight charges for taking more than 10 videos of the victim over the span of about six months. He and the 30-year-old victim, who cannot be named, were living in a flat at Telok Blangah with three other female flatmates at the time.


Salazar admitted he insulted the victim’s modesty for the first time in March or April 2016, when he took an upskirt video of the woman, who is also from the Philippines, from under the dining table as they ate dinner with friends.


Salazar, who is married, said he became “aroused” when he noticed the victim was not wearing a bra.


He filmed more upskirt videos of the victim after that, and also took several videos of her in the shower. He uploaded these onto a company laptop for “private viewing”, the court heard.

Salazar also spied on the woman whenever he saw her entering the bathroom, by standing on a chair and holding his mobile phone - in recording mode - over the bathroom window. This took place on at least five occasions.

Employer jailed 12 weeks for filming maid in the bathroom

SINGAPORE — Over the span of five days last year, Paul Kwan watched out for when his domestic helper went to bed, because that was his cue to retrieve secret recordings of her in the bathroom.

The 52-year-old Canadian succeeded on three occasions, secretly filming the 28-year-old using the bathroom and taking a shower.

On Monday (May 15), Kwan was sentenced to 12 weeks’ jail, after he pleaded guilty to two charges of insulting the modesty of the 28-year-old Indonesian woman.

The court heard that Kwan bought a miniature video camera in Canada and brought it to Singapore. He used blu-tack to mount the camera on the wall, near the bottom of a shelf in the toilet, which only the maid used. He used a window scraper to hide the camera from sight.

Kwan would leave the camera on recording mode. After his victim had gone to bed, he would retrieve the footage, downloading them into his external hard disk. After that, he would place the camera back at the same spot.

On July 28, July 29 and Aug 1, the maid was filmed. She discovered the camera on Aug 1, while she was cleaning the toilet. She removed the camera, packed her belongings and sought help from her agent. A police report was lodged the same day.

Deputy Public Prosecutor Chew Xin Ying said Kwan had preyed on his victim when there was no one else at home. Kwan’s son was due to return home on Aug 2 from an overseas trip.
