If you book thru OKT, usually they will ask you to go to the FL room. If dun like, just walk off. Why still need to pay "transportation fee" since the FL is staying inside the room anyway?

Well, can always wait in H81 lobby or nearby lor. If she refused, then most probably attitude questionable. Usually, they won't have any issues waiting nearby. They also dun wan to get into situation where they kenna aeroplane and go knocking onto an empty room door or got other ppl inside de.
As for the FRs, you have to exercise your own discretion on which FRs to trust.
