I was in BKK during Songkran last year.

I didn't notice any price increase leading upto Songkran. While girls want to make money for their new year there isn't the same pressure as say China or TET in Vietnam to maximize $$. Also lots of girls are based more locally, and those that need to travel are not too far from hometown.

The girl selection around the Songkran days won't be as good, and possibly up to a week after you will be more limited, but you will still have choices unlike other countries.

During Songkran it is more advisable to enjoy a water Festival, Music festival, or drinking or local activity than hunt for girls. Why look for water during a drought, just make life easy and wait for rain that is coming soon
