You get what you pay, pick either one cheap or good. The only way is to strike lottery with untested FLs that are new on the scene, even then their price shoots up afterwards. SPA has facilities and staff to pay off, their rate wouldn't be cheaper than FLs. I know HV spa has a 398 bundle promo for 2 shoots, that is still above what you say you are used to getting.
