If I recall correctly that area has always been zone commercial hence the hwee kwan and temple can open doors. Commercial doesn’t necessarily means retail . Can mean up to a few things . Zoning don’t matter. Number of houses don’t matter. At the dawn of its life span when 1651 and red eagle closed, punters are still heading there to play. There are many resources the AV can give to bring in Okt. It’s a matter of licensing. From what I understand they don’t give out anymore.
