I believe this is really the case, as in there are multiple databases around. My own situation - over half year ago, tried to book an appt, only for the ML to say she cannot find my record and therefore dun want to risk taking on my biz. After that, I had discussed this with 3 MLs and all 3 said they had checked my number against their database before accepting my appt. One of them even showed me that my number was actually put into the database in March 2021.
