It was like an open challenge, look at it this way, after the past raid, still carry on as normal. Never even give the cops any "face" by stopping for a while.
Enforcement is up these days, not just on vice. Things a bit out of control in many aspects due to rapid changes. Just this morning saw aux police rounding up those indiscriminately parked rental bikes.
