Always record at highest bitrate then reencode at lower bitrate to share.

It depends on where you share,

You can render at highest bit and share it in for example youtube without any problem, the viewer will just need to adjust quality depending on the performance of their software.

For duplicate video files, check out their properties or media info for the bitrate and resolution. Higher bitrate is generally clearer/better colour. Variable bitrate could be better than constant bitrate. Open both files and play them side by side to see which one is clearer.

When using online video download services like y2matez.com, always use another site to download the same resolution and compare.

720p from site A and site B might differ:
One could be using variable bitrate and another is constant.
Another might have difficulty to continue playing after you fast forward 10secs, etc.

Test and see which site provides you with the best download.
