Today I officially declare retirement from all 4D/TOTO/BigSweep :D
I will throw away all betting slips under my drawers ;)
Later go SP Middle Road New Building to collect a piece of paper then formely retired ;)

Dude,
If you are talking about rooftop bars, there's hell lots of it in SG. Scarlet Hotel rooftop is a bar called Breeze. I don't recall Scarlet Hotel has any rooms that had a open air rooftop garden. Pardon me if I am wrong, cause the last time I went was 2 years ago.
