Visit Yoshiwara in Tokyo. Soaplands allow penetration (Most of them). Walk around the area and there will be staff outside the soapland. You can approach them and ask if they accept non-Japanese speaking customer.

You can ask them "I can't speak Japanese but can I enter?"
"Nihongo ga shaberenai kedo, haite mo ii desuka?"

Osaka is a lot easier, just visit Tobita Shinchi (Nearest station: Doubutsuen Mae). You will get to see the girls sitting at the houses and the mamasan will call out to you. Just approach the one you like and check if they allow. From my experience, 80% accepts foreigners.
